Mr. Otho Barnes is the Deputy Regional Supervisor for RFO. Otho brings a wealth of technical and regulatory knowledge from his work with BSEE and from his private sector work as a process design engineer and also his time with the U.S. Army Corps of Engineers. Otho began his career with BSEE as a production engineer in the New Orleans District Office. Otho recently served in the capacity as the Chief of the Technical Assessment Section since March 2015 with responsibilities for the review of Deepwater Operation Plans (DWOP) and New Technology requests that are submitted to BSEE for use in the production of oil and gas in the Gulf of Mexico. He has assisted with the development of the HPHT and External Hydrostatic NTLs. He has also been instrumental in the development and implementation of the E-Permitting system for the submission of DWOPs. Otho earned a BS Degree in Chemical Engineering in 2004 and an MS Degree in Civil Engineering in 2009, both from Mississippi State University.
