Andre Barrios is the Civil, Marine, Crane, and Diving Team Lead for Shell in the U.S. Gulf of America. He has more than 20 years of experience in civil/structural and project engineering supporting offshore oil and gas facilities, with a strong focus on deepwater operations, asset integrity, and brownfield execution. In his current role, Andre leads multidisciplinary engineering teams responsible for the integrity and lifecycle management of civil, marine, and lifting systems across multiple offshore production assets. His scope includes structural assurance, risk management, life‑extension programs, and technical support for both greenfield and brownfield projects and turnarounds. Andre has held a variety of engineering and project leadership roles at Shell, including Project Engineer and Civil/Structural Engineer, where he supported major offshore developments, integrity restoration programs, and decommissioning campaigns. His experience spans topsides and hull structures, marine systems, underwater inspection, crane and lifting operations, and offshore construction planning. He has also been instrumental in advancing technology adoption, including the application of offshore robotics to reduce HSSE exposure while improving inspection efficiency. He holds a Master of Science and Bachelor of Science in Civil Engineering from the University of New Orleans and is a registered Professional Engineer in Louisiana. Andre is known for his strong commitment to safety leadership, collaborative delivery, and developing high‑performing engineering teams.
