Luis Otero is the General Manager of Outsourced Operations and Decommissioning at Danos, where he leads the strategy, execution, and performance of the organization’s outsourced operating models and decommissioning services across the Gulf of America. In this role, he is responsible for operational delivery and expanding Danos’ footprint through innovative operating models that enhance safety, efficiency, and cost performance across the full lifecycle of offshore assets. Prior to joining Danos, Luis served as Senior Operations/Asset Manager at Hess Corporation, where he advanced major operational improvements, strengthened process safety performance, implemented reliability programs, and oversaw strategic planning and long‑term field development support. Earlier in his career, Luis spent 15 years with BP in the Gulf of Mexico, progressing through key leadership roles including Turnaround Manager, Offshore Installation Manager (OIM), Operations Team Lead, Offshore Process Safety Specialist, and Operations Engineer. His assignments included leading turnaround events, managing integrated drilling and completion operations, supporting major capital projects, directing emergency response activities, and driving operating discipline across multiple deepwater platforms. He contributed to sustained production reliability, organizational capability development, and strong partnerships with joint‑venture stakeholders. Luis holds an Executive Certificate in Management and Leadership from the Massachusetts Institute of Technology and a Bachelor of Science in Mechanical Engineering from the University of Puerto Rico at Mayagüez. He is also certified by the United States Coast Guard as an Offshore Installation Manager and Barge Supervisor for facilities engaged in drilling operations.
