Seong Kim serves as the Assistant Director for Strategic Engagement at the Bureau of Safety and Environmental Enforcement (BSEE), U.S. Department of the Interior. In this role, Ms. Kim leads enterprise strategy, stakeholder engagement, and cross-sector collaboration to advance BSEE’s mission critical initiatives and align with the Department and Administration’s energy, safety, and environmental priorities.
As a senior leader and strategic integrator, Ms. Kim forges high-level partnerships across all public and private sectors to drive regulatory excellence, operational resilience, and technological advancement in offshore energy.
Ms. Kim brings deep expertise in digital transformation, data strategy, and enterprise modernization. Prior to joining BSEE, she served over a decade at the Department of Homeland Security where she led a transformative program office focused on optimizing data governance, analytics, and business intelligence to enable data-driven decision making across the emergency management enterprise. Her leadership in IT modernization, data, artificial intelligence, business process reengineering, and change management laid the foundation for scalable, enterprise-wide improvements in mission delivery.
Earlier in her career, Ms. Kim worked at Morgan Stanley in Southern California, where she designed and executed business development strategies that generated nearly $1 billion in assets and over $10 million in revenue.
Ms. Kim is a passionate advocate for building high-performing, accountable, and innovative organizations. She is known for her ability to navigate complexity, align diverse stakeholders, and deliver measurable results.
She resides in Virginia with her husband and enjoys traveling, performance cars, cooking, photography, and quality time with family and friends.
