Description

The number of announced Carbon Capture Utilization and Storage (CCUS) projects in the US and worldwide has continued to increase over the last two years including the first U.S. offshore lease, located in the state waters of offshore Jefferson County, Texas. Similar to the past expansion of E&P into GOM, CCUS will also eventually extend into the federal waters of the GOM. Industry GOM CCUS projects could potentially include EOR, storage in depleted reservoirs, or within saline aquifers, and could use both existing and new infrastructure. CCUS operations can be divided into three main parts, Carbon Capture, transportation infrastructure, and Injection/Storage, each requiring significant investment in an offshore environment. The commercialization of CCUS projects are largely driven by government incentives, increased value of “green” and “blue” products, and sustainability-driven investments to help fund large scale projects and de-risk new capture technologies. Barriers for the development of CCUS projects in the GOM OCS include higher costs to transport CO2 further offshore, and a lacking regulatory framework which is currently under development. The greatest of these obstacles is economics. The presentation will include a description of CCUS operations, update on worldwide CCUS projects, the relevancy of CCUS to GOM, economic drivers, challenges, a GOM CCUS regulatory update, and considerations of developing an offshore CCUS project.
